PMRA Registration
Submission strategy and dossier preparation for registering pest control products in Canada.
The Pest Management Regulatory Agency (PMRA) is the branch of Health Canada responsible for regulating pest control products under the Pest Control Products Act. With limited exceptions, a pest control product must be registered with the PMRA before it can be imported, sold or used in Canada.
Registration is evidence-based. A submission has to carry scientific data covering the product’s chemistry, its toxicology, its environmental fate and its value for the uses being claimed. Assembling that package, and knowing which studies your particular product actually needs, is challenging.
PMRA Registration Services
PMRA registration is often complex. But our experts are ready to help with the following services:
Compliance strategy guidance
Our experts can help determine the correct submission category (new active ingredient, new end-use product, label amendment, etc.) and its accompanying requirements. We develop a compliance plan and prepare a complete data and application package around the category that actually applies to your product.
Coordinating pre-submission consultation
Our experts can assist in preparing an appropriate pre-submission package for initial PMRA review. Although pre-submission consultation is optional, it can be very useful for confirming data requirements and identifying potential issues directly with the PMRA at an early stage. Our experts can help determine whether this step is worthwhile for your product.
Preparing the submission package
A PMRA submission package contains all necessary scientific data and supporting documents. Our experts can review your existing data against the requirements for your submission type, identify data gaps, and assemble the final submission package.
PMRA Canadian Representative
Per §62(2) of the Pest Control Products Act, an applicant or registrant who does not reside in Canada must designate a representative who resides in Canada to whom correspondence, notices and documents can be sent, and must inform the Minister in writing of that designation. Where applicable, this has to be supplied as part of a complete PMRA application package. Our in-house Canadian Representative Service lets applicants fulfil that role without establishing their own presence here. See our PMRA representative service.
